It is with great pleasure that we present the 2003-2004 Guidelines to the Individual Artist Grant Program of the Cultural Arts Council of Houston and Harris County. We look forward to receiving your application and working with you to serve the citizens and visitors of Houston through the arts. To assist artists interested in applying for an Artist Project grant, the Cultural Arts Council offers the following free workshops:

    | Artist Project Grants

    Tuesday, March 16, 6:00-7:30 P.M. at Cultural Arts Council office.
    Thursday, March 18, 12:00-1:30 P.M. at Cultural Arts Council office.

    | Artist Fellowship Grants

    Tuesday, March 16, 6:00-7:30 P.M. at Cultural Arts Council office.
    Thursday, March 18, 12:00-1:30 P.M. at Cultural Arts Council office.

Potential applicants with disabilities who require access accommodations should call the Cultural Arts Council Grants & Services Staff at least 48 hours in advance for arrangements.

      > Artist Project Grants

      • Required Support Materials: must be received in the Cultural Arts Council's office by 5:30 P.M., Wednesday, April 2, 2004.

| Purpose |

The Cultural Arts Council began offering artists grants in 1985 with the establishment of the Creative Artists Program (re-named Individual Artist Grant Program in the 1990s). Our goal then and now is to promote public awareness of the contributions that Houston and Harris County artists make to our community. Through the Individual Artist Grant Program, the Cultural Arts Council aims to:
  • Recognize significant Houston artists and their contributions to the nonprofit arts sector and the community-at-large.
  • Support, encourage and nourish an environment for the growth and development of Houston artists.
  • Stimulate a greater public awareness of the arts in general and of artists in particular.

| Grants Categories |

Since 1985, nearly $1.8 million in grants has been awarded to 450 Houston artists through the program.

The Individual Artist Grant Program offers two grant categories: Artist Project Grants and Artist Fellowship Grants. Artists may not apply in the same year for both a project grant and a fellowship grant. The Individual Artist Grant program encourages the creation of new works and will give priority to applications that focus on the creation and presentation of new works.

Please carefully read the appropriate sections in the guidelines for detailed information on deadlines and application procedures.

    | Artist Fellowship Grants

    Artist Fellowship grants support the development of Houston's emerging and professional artists by enabling them to set aside time for artistic development or purchase materials for the creation of work. Fellowships are awarded by a peer review panel in recognition of exemplary artistic merit. Artist Fellowship Grants must result in the creation or completion of new work to be presented in a publicly accessible venue.

    Artist Fellowship Grants are highly competitive. Applicants may submit either a Fellowship or Artist Project application per deadline. A team of individual artists (two or more) who have a history of working together and plan to continue to work together may apply as a team. Artists who apply as a team may not also apply on the same year as an individual.

    The Cultural Arts Council offers two types of Artist Fellowship grants:

      > Emerging Artist Fellowship

      This $2,500 grant supports Houston artists with limited professional experience, actively pursuing their profession for less than three years.

      > General Artist Fellowship

      This $5,000 grant supports experienced Houston artists who have actively pursued their profession for three years or more.

    | Artist Project Grants

    The Individual Artist Project Grant category is highly competitive. Artists applying for this grant may not apply in the same year for an Individual Artist Fellowship grant. Only one grant application may be submitted by each artist. A team of individual artists (two or more) who have a history of working together and plan to continue to work together may apply as a team. Artists who apply as a team may not also apply on the same year as an individual.

    Individual Artist Project grants are cash awards of up to $5,000 to support the creation of new work in all artistic disciplines that result in specific arts presentations that have clear benefit to the general public and that serve to promote tourism and the hotel and convention industry.

Through its Grant Program, the Cultural Arts Council encourages programming that embraces the needs of all cultures, including African, Asian, Hispanic, Native American peoples, women and people with disabilities.

| Online Grant Applications |

The Cultural Arts Council uses an online application system to facilitate the application process. All applications for Fellowship and Project must be submitted through this online system. Information is available at our web site (www.cachh.org) and in the section of the guidelines entitled "How to Apply."

For applicants without access to a computer, the Cultural Arts Council can assist you and provide access to the online application system through one of our computers. Please contact (713) 527-9330 to schedule an appointment to utilize our resource center computers for the application.

| Guidelines + Draft Applications |

To facilitate the application process, we encourage applicants to download draft forms of the online application system. Draft forms are available as pdf or Word files. Use the draft forms to organize the information; the official application must be submitted through the online grant application system. No paper applications can be accepted.

| Required Support Materials |

Each grant application has Required Support Materials that must be submitted by the appropriate deadline in order for the grant application to be considered. The Required Support Materials for each grant and the deadline by which they must be received are described in the specific grant sections that follow. Failure to submit the Required Support Materials by the appropriate deadline will render the application ineligible for consideration.

| Things to Know|

    | Who can Apply

    The Individual Artist Grant Program provides funding to individual artists who reside in the City of Houston. General eligibility requirements include:

    1. Applicant must be a resident of the City of Houston for two consecutive years prior to the application deadline. Residency is based on the applicant's physical residence (home), not on a P.O. Box or studio/work space. Proof of residency is required.
    2. Applicant must be an individual artist (or team of individual artists) who is actively engaged in the creation of art.
    3. Applicant must be a U.S. citizen or have resident alien status.
    4. Applicant must be at least 18 years of age by the application deadline.
    5. Applicant (and immediate family members) cannot be a member of the Cultural Arts Council's board of directors, staff, or Grants & Services Committee.
    6. Applicant artists cannot serve as a member of an Individual Artist Grant panel during the application fiscal year.
    7. Applicant cannot have any outstanding final report due to the Cultural Arts Council.
    8. Applicants who have received a Cultural Arts Council Individual Artist Project grant or Artist Fellowship grant within the past three years (2003, 2002, or 2001) are ineligible.
    9. Applicant proposed use of the grant funds must directly benefit tourism and the convention and hotel industry.

      > Artist Fellowship Grants

      The Artist Fellowship Grants accepts applications from artists of various disciplines on alternate years. For the 2003-2004 grant period, eligible applicants must be creative artists in the following artistic disciplines:

      • Choreography
      • Music Composition
      • Creative Writing (poetry, fiction, non-fiction, playwrighting)

      Visual, craft and media artists applied in the 2002–2003 grant period and will be eligible again in the 2004-2005 grant period.
